Yes.

You could have social gatherings.

Some people get embarrassed at those and wander around awkwardly.

This might be better: make specific recommendations of one specific person to another specific person.

But get some basic issues ironed out before the recommendation. They should just meet to see if they feel a personal, human, interest, not to debate anything substantive. They have been screened already, to agree.

And screened to be sincere, not trying to exploit anybody. To have good character. That might take a thorough internet search, credit rating, and in-person interviewing, by several quite experienced people, and maybe handwriting analysis too.

After all THAT, you will have a good success rate.
