Why couldn’t private American citizens pledge to sponsor one mile of the keystone pipeline?

I would sponsor that shit in a heart beat. Or get a few based patriots to land the contract outright, like Elon and Kanye then launch an IPO for Keystone Pipe on the stock market. Trunk himself is a private citizen, why couldn’t he engage? There is a dropped contract. Let the private sector pick it up. Easy money right there.
