There are some scanners that can read grabbled text and convert them into readable documents. I have not worked with any of those scanners but the tech exists.
That's my understanding, but every time I decide to go poking around I get swamped by "Buy Adobe!" and various "Free download!!!" type places, not somewhere clear cut.
I had a (older) Fujitsu ScanSnap, and it used a (stripped) version of Adobe. But OS changes have killed it for me.

I am sure you can find some old scanner online on Craigslist, only thing is it'll be on sale by some junkie who needs money for dope.
