A small percent of the citizens in each of the 377 counties in 6 States can petition for a Citizens Grand Jury. There was a reason why Zuckerburg wanted those huge arena like consolidated counting houses - way easier to cheat.
But if we had 377 Grand Juries scattered all over Oklahoma, Nebraska, New Mexico, North Dakota, Nevada, and Kansas, and each tasked to investigate the corruption of the past 5 years and each with the power to go where the truth takes them - think of that.
