False. Crossfire Dragon was Carter Page.

This was the FBI assessing whether he'd caught on that Halper tried to get him to say something incriminating.
(I'm not saying they didn't try, or didn't succeed, but this document doesn't prove that particular point. Just that they tried to entrap Carter Page. And we already knew that.)
