Should simply just cut out the liberal cities and let them be nation states. Then blockade them.

This, but unironically. Los Angeles itself could easily be turned into a complete deathtrap. Los Angeles is actually completely boxed in by mountains - the San Gabriels to the north, and the San Jacinto mountains and Anza-Borrego desert to the east.

You could actually isolate all the overland routes and lay siege to the entire region.
