No it's not.... They made a meme to look like an official campaign put it out telling people that they could vote by text and then even signing it as if it was officially endorsed.... Which is illegal and always has been....

I've only heard that it is illegal to impersonate the government. Can you point to the law which makes it illegal to impersonate Santa Claus or Microsoft for a satirical meme?
