This is the power of not voting and why voting encourages the elites. Once you don’t participate, at some level you stop consenting to be governed or at least not signing off on the governance system. It’s why China still has elections, even though at the lowest levels it’s not a competitive election and at the highest there is only one name per position on the ballot. They just want participation.
