There's no easy way to regulate it it. What are they going to do, ban people from buying a stock if someone has a short position on it? Ban people from posting on social media about their positions?
There is no way to prevent people from doing this without restricting trading overall.
My guess is they won't restrict what we the people can do. They will empower the brokerages and stock exchanges to more aggressively do what we saw them doing today, stopping trading and protecting the industry players. You're going to see Biden's admin legalize taking their ball and going home if they take a loss.
