Can confirm - I work in a prison. It is indeed 3 - 4% of the population committing most of the violent crime. Imagine if that population stopped committing crimes... what would society's reaction be?

I'd argue that alot of it is a result of the destruction of the family unit, but there is also a pre-disposition of some races to be more violent than others, just as some races have a higher intelligence than others. Also Stereotypes exist for a reason...I've had alot.of involvement in working with Maoris (NZ indigenous) and at least 80% of them are criminal pieces of shit, whereas another culture/race maybe only 10% or so are bad eggs.
