I always thought shorting works via promising to deliver stocks later, no selling involved. You get money today and deliver stocks (later) when agreed. Your bet is you will be able to buy them for less than you were paid today.
By borrowing shares of stock repeatedly and selling repeatedly. Basically, borrow stock and sell it. Then borrow from broker you sold it to and sell it again.
