What it means is that the institutional investors are simply selling back and forth to each other in an attempt to drive down the price.
The platforms (RobbingHoodlum, E-Trade, etc) will allow you to sell because that extra volume will drive the price even lower in the institution investors' manipulation round.
It means the platforms are colluding with the institutional investors to fleece their retail investor customers.
Nothing could be a more disgusting abuse of the markets.
