Isn’t a lot of their work federal government based? I’m assuming that would put restrictions on hiring foreigners

Not just that but rockets are considered sensitive National security technology so even if the work wasn’t for the government there are restrictions on who you can hire.

It would if it's a position that requires a security clearance, which I'm sure the vast majority of positions in SpaceX working with NASA would require.
