Discriminates against non-US citizen??? For some positions that’s required by the law!! I think that’s true with almost all space contractors and NASA. A notable exception, iirc, is JPL.
I have an undergrad degree in aerospace engineering. I took a spacecraft design course and we had an opportunity to tour a facility where satellites were being made. Foreign-born students (Germany and Canada were two, I think) weren't even allowed on the tour.
Don't put it past the CCP to hire a whining cacophony of the worst SJW law firms in our country to undermine our national security at every available opportunity.
If Musk wasn't already being told not to hire foreign nationals then he is wise not to do so. Those stupid Chinese bastards want those rockets that land perfectly because they can't even send up one of their rockets without it landing on a village and killing people half of the time.

Quick search reminded me of the name of the related laws: International Traffic in Arms Regulations (ITAR).
