He is in a stage set, why he is in a stage set is another question, but redecorating takes time especially for lots of wallpaper in a historic building and not enough time has passed.
Also note in his latest videos, including this one, they keep the shot tight and the nanosecond the wallpaper can be seen the videos cut away.
They get to redecorate the white house however they want.
