Our Congress is useless. Shumer is saying climate change is an national emergency and under that state Biden can do anything. China is considered a developing country so they don't have to fork over as much as we are and we are basically paying for countries to become green. Billions will be wasted and our government treats this big programs as their own personal piggy bank.
