The proof that it's a tool to force submission is the fact that so many officials go maskless or break other rules immediately after they make them.
Biden violated his mask mandate hours after signing it. His press sec. said he was celebrating and has more important things to worry about than a mask mandate.
There's a reason they so blatantly violate their own rules. It's not that they're stupid. It's to show the peons that the elite are in control, don't have to follow the rules.
The peons have to wear masks. They see the elite not doing it, violating their own rules. The peons get frustrated, feel powerless, have to keep doggedly following rules that the rule makers break. Eventually the peons give up hope. They learn to shut up, follow rules.
