How much of it is ineptitude and how much of it is actually powerlessness because the reality is that the rank and file and most of the bureaucrats are Democrats and sabotage anyone that does anything they don't like. They try to impeach you, throw you in jail, spin up hoaxes, sue you. Even when a Republican is President, the deep state still runs the show.
