Well as long as you don't touch the eagle you might be ok. Unironically harassing, feeding, or doing anything to a Bald Eagle is indeed a federal felony.
But if the Bald Eagle lands on your shoulder of it's own free will it would then be a felony to force it to leave. You can't touch it, scare it, or anything like that. You have to just shit there and take it while it's claws rip into your flesh....otherwise it is indeed a felony. Imagine being in a court room charged with punching a Bald Eagle. You will never see the light of day fren.
See, apparently they're attempting to do genetic work with that species to try and make them domesticated. One of my buddies works as a doctor and among the many fun topics we discussed was how they're trying to breed smaller ones to try and create a new "parrot-esque" type of pet.
