I'd bet on the latter too; the problem with a high lethality bio weapon is that it attacks indiscriminately, meaning it's a risk to it's users and there's next to nothing you can do to actually remove it once it's out.

Using one that has a higher survival rate than most summer flus; means everyone can get it, almost no one dies from it; and the real "weapon" is both the propaganda (control) and the "Vaccine" (the real weapon; or I would say, the trigger for the real weapon)

It'll be significantly more controllable to make the real weapon a vaccine because once the propaganda gets all the sheep to take it; and you've chosen who gets the "Vaccine" and the Vaccine; you can launch a second wave virus that's a little bit more deadly to everyone, but will almost exclusively kill anyone who took the "Vaccines" - Bonus points that the "Vaccines" are themselves deadly.

Since the "Vaccine" (Phizer and Moderna) are mRNA - a new and basically untested vaccine, everything we know and have seen on it, it stands to reason the real intent is to have a second wave (Covid-21) Virus launched, one that will more than likely kill anyone who's taken the vaccines. All the elites that were like "Look we're taking it too, it's safe, you need a vaccine now" - they got a placebo.
