So, I read up on it, there is a separate HR that says the same thing, but with an additional couple of lines, which says that the propaganda can be used on the domestic civilian populace as opposed to the 1948 version which said it couldn’t.
The issue is that this does not affect non-state owned media. They rather seem to have colluded on narrative control.
In plain English, propaganda to other countries. Authorizes propaganda to other countries.
Right.. does that mean it opened the floodgates domestically too? I want to understand the connection.
