Who cares what Russia does? OUR senate has to ratify any treaty for it to be binding. Russia can go ahead and sign any agreement it wants with the Biden fraudulency and legally, in the U.S. its non-binding until the U.S. Senate ratifies it. Treaties aren't magical.

The only thing I would criticize is why is it always between the U.S. and Russia? How come the Chinese also don't sign these sorts of agreements to verifiably limit the number of warheads they have?

Trump had said that he wanted additional restrictions on Russia as part of this agreement and wanted China to be wrapped into this treaty, as well. In its current form, the treaty doesn't limit the ability of Russia to develop entirely new weapons systems.
