Who cares what Russia does? OUR senate has to ratify any treaty for it to be binding. Russia can go ahead and sign any agreement it wants with the Biden fraudulency and legally, in the U.S. its non-binding until the U.S. Senate ratifies it. Treaties aren't magical.
