Don't know where you're from or what job you're working, but gratuities are common in service oriented businesses, of which I've managed 3 and while tipping in two of them was rare, it wasn't frowned upon.

It only becomes a problem to me when an employee asks or demands it, or when the customer gets an obvious benefit before the transaction is completed outside of a smile and a thank you.

That being said, government is a big no no because of the second situation. But you plug one hole, and a bigger one appears... like some piece of shit cabinet member's $810,000 speech.

Agreed. Tradesmen too. I always tip guys who do a nice job whether it's the plumber, electrician, locksmith, repairmen, or whatever. Also building staff, like if the porters help me get a big package up to my apartment or if they help me move a big piece of furniture.

Tipping is a different story when the job has been finished and done well. Working in an office job, gratituties are money or items given to sway or buy your way into a deal or contract. In my business, you give into this, corruption follows. BIG DIFFERENCE BETWEEN THE TWO.
