I know I’m not supposed to say it but both. Obama wanted to do all the shit Biden is doing but had some semblance of public perception and is very egotistical. Biden doesn’t know what day it is and is simply doing what he is told. He’s setting himself up to be the fall guy without knowing it. Obama admin is probably behind a lot of it.
