Yeah, but what I mean is that it doesn't make sense they'd base their "investigation" on something facially legal. If they are going to conduct sham investigations against political enemies, you'd think they'd at least make up something that's actually against the law. If its all made up anyway, why would they make up something that's not illegal?

I think they'd do the opposite. This is a flex. They are showing off, brazenly displaying their disrespect for the law.

They don't care about appearing legitimate.
