Trying to think like a Dem and a RINO, if any version of this gets passed, the dollar amount will be raised from $100 million to $500 million and if anything underhanded needs cover they’d break it up in enough phases that each individual phase would get under the money threshold.

Assuming GOP senators vote in unison, Manchin & Sinema from the Dems would vote in favor, passing the Senate with 52 votes. Question is how many Dems in the house would support, it's possible for red states house democrats to flip in support due to unions.
We already know that the vast majority, if not all of the Republicans will vote in favor of it.
We just have to see whether or not any of the Dems that represent states that are harmed by this will do what is necessary to get reelected (assuming Dominion doesn't already have it covered).
