No, it is NOT a law. Laws are legislated through state or federal Congress.

I saw the "criminal" part of the screenshot, and I wasn't sure if the screenshot is real or fake, so I searched for it. It was real. From Daily Mail.

So... What's the difference? If it not a law, and can still criminally charge violators, isn't it the same?
