In fact, any state can leave the union. Once a state is out of the union, it's well known there is no standing to bring it back in.
The power of the government is limited by your ability to challenge the government. In this case, Texas alone probably isn't capable of doing that realistically. But I don't think the other states give a fuck enough to want that smoke regardless.
