The business of government is the business of men. The protection of the country, the enforcement of the law, etc are all work dominated by men (for physical reasons). Women vote for the government do women things (be caring and kind, take care of people, etc) and combining those things with the monopoly of force the government has, is a very bad idea.
If women want to vote they need to volunteer to be in the military at the same rate as men. They need to become cops at the same rate as men. They need to become lawyers at the same rate as men. But women aren't drawn to those career fields because they are fields of conflict.
Obviously this doesn't apply to all women, just a generalization that is borne out in the stats.
