Is it safe to buy from online suppliers?

I'm seriously considering spending a little bit of my spare change on silver just to see what happens tomorrow. The problem is that I'm noticing most sites have a delayed shipping due to demand.

What stops them from just refunding my order of the price does skyrocket tomorrow?
