It is a scam that they have shorted more shares than actually EXIST! That's a scam, and it will be like first person who tried to take his funds out of the Bank of the United States, letting everybody realize that their "funds" didn't really exist.

It's illegal for short interest to be greater than float. The only way to get there is daisy chain trading. A shorts to B, B loans to C, C shorts to D, D loans to E, E shorts to F. One share, three "owners". That's why the Producers metaphor works.
