Up here in commie Washington state, The King County ( Seattle) government tried to make us put water meters on our wells. The homeowner takes all the risks and expense in drilling a well and then the county charges you for "their" water. That was pushed by Ron Simms- also the guy that pushed 100% inheritance tax.
