I may get slammed for this bu I am going to ask the stupid question. Under what declaration are soldiers deployed in DC? If I try to breach a fence in DC, I am assuming I could be shot. Where does that authority come from? Was there an emergency declaration? Was martial law declared in DC?

Apparently, I am not the only one asking. I am not sure why she is asking Biden, though, since the troops were deployed under Trump.
