There were 3 VPNs that ACTUALLY worked in existence 1 year ago. All 3 have been taken down by FBI. There webpages are just FBI logo now.
You think gov would let an actual VPN be legal? NO. The VPN you use for "privacy" is only good to keep you internet provider, and me, or any other anon from peeping. And even then, a good anon can back trace a VPN and ANY FBI case can unlock encryption.
I've seen them pop up one even got to the FP on the donald.win when it was removed by FBI but i don't remember. good luck finding their names haha I just googled around and it's all "FBI removes randomware VPN providers"
