Trump said he approved the national guard units. He was pissed off at his supporters for breaking into the Capital building not knowing they were really escorted in by the DC police and their bosses ANTIFA. To this day, Trump has not publicly acknowledged differently. TRUMP is the only person who could authorize the deployment. (unless it is a military coup)

It doesn't hurt that the "guards" opened the doors and just let them in...of course you know they were violent insurrectionist by the way they cleaned up trash and stayed between the velvet ropes. Definitely. Most folks even in the Capitol building were largely peaceful and thought they could be there. The Democrats occupied a Capitol building in '18 and I'm not aware of any charges and certainly no billboards from the FBI across the country.
