The differences between SubSaharans and non-SubSaharan people is far greater than skin color. Skin color itself is irrelevant to the problem, which is inherent incompatible behavioral patterns. These behavioral patterns are the same everywhere on Earth that they live in numbers. The bigger the percentage of the population they hold the more pronounced this behavior is. No change in geography, no amount of education or cash can change this. They are basically civilization-busters.
