you control what you CAN control. all of these other factors you deem important are YOUR OWN PROBLEM

If people are wearing your seatbelt, and still go flying through the windshield at the same rate as non-belted passengers, your seatbelt has totally failed, despite working on the test dummies in the lab. This means your lab test is irrelevant.
