Better to just put a bullet in the guilty party and have it done with. Faster, cheaper, and doesn't require you to trust a sadist that likes torturing people with a position of authority.
Perhaps giving sadists a legal outlet for their sadism might reduce crime, in that they wont be choosing random victims from the general public. Im not sure if thatd work, but im willing to give it a try on some of the monsters I read about in the news.

But no, the taxpayer is going to have to fund this guy's stay in prison for the next 12+ years at minimum, likely costing hundreds of thousands of dollars (minimum).
