Well yes and no in my opinion. If Joe Biden tells me Iraq is attacking us tomorrow I immediately don't believe it and do some research. What I saw was Congress believing in a liar (and Cheney) whom they did not trust so they could get the war they wanted and then pretend like they didn't do it because they were lied to. I was skeptical about Bush on 9/12. He had the chance to really unite the world behind a common cause, and instead his entire speech was about demonizing all Arabs with his "Our God is better than your God" rhetoric. At least that was my interpretation at the time, and developments since have seemed to support that feeling.
He also gave the lefties an excuse to start a culture war with conservatives. In my mind the Bush admin is when all of our current division problems started and when the left began impeachment as just a normal part of every day politics.
