its the whole "It hasnt happen to me, so why should I stick my neck out for you". Humans by nature are heard and self preservationists. So if the problem children are being targeted it means your little "rebellion" wont be looked at and as long as you do not try to help "them" you can keep going on your way. That's what pisses me off about our species, we allow far too often tyrans to go unchecked because they go after the guys we dont like at the moment until they come after us.
