For example, even simple building construction projects require an environmental impact report be submitted to the EPA (and building permits are contingent on it). Of course, Texas could say screw you guys and allow building, but the company itself would get the flak via bank accounts and federal arrests. In the long run Texas would be better of seceding as you would end up having to guard the company execs with armed guards against federal police. At that point you might as well declare war.
