Also that article does not espouse any info on what that PAC is planning on doing, how effective it will be, or who it will target.

Not if we put strong people to run for him. Plenty of people Trump campaigned for lost. It’s about controlling your local level, and working your way up.
It espouses what happened on the Sunday news shows, watch a couple. Numerous republicans showing up to say Trump lost, and Jan 6 was the day terror struck the nation. The alt left media uses these guys as moderators to confuse those uninformed.
