Politician C wanted to be clean and honorable, but after seeing what happened to Politician B, signals to Politician A that he will not fight him on red line issues and not talk about others. Eventually he retires and is replaced by someone who is as moral as politician A.
Climate change, UN funding, IMF, WHO, most large charities and development aid is simply a vehicle to take more or your money without anyone questioning it or demanding auditing. The affinity of NGOs like WHO.
