They cannot make D.C. a State, it is against the COnstitution, Chain of Power and violates its charter and its owners would never give up their control in any case.
The way I understand, they would carve out a smaller District around the national mall and Fed buildings. They should however, just return the remaining portions to Maryland and Virginia where they originally came from.

You'd need to get rid of the filibuster first for this to happen on top of packing SCOTUS. Which, democrat senators have already said they're not interested in getting rid of the filibuster and some democrats aren't in favor of packing SCOTUS.
So those territories becoming states isn't going to happen. The filibuster will protect the US from that. For now. It'll also protect us from the gun bill and voter bill as well.
The senate won't get 60 votes on any of that shit to overcome the filibuster. And Biden can't just sign EO's to make them states.
