I’ve managed to get around it by finding private sellers for plates on eBay, you can still by it in person from dealers but all the best deals are online so it’s just another way to fuck poor people.

Actually every website I’ve been to has said they will only sell to active duty military and law enforcement in my state.
I got mine from Safe Life Defense.. see if they'll ship. I live in Chicago, so if they ship here I think they'd ship everywhere.
