I think the article headline is a bit click-baity. You're right; basically saying that the overall trend shows Republican, while somehow the Executive went Dem. However, this could lend evidence to the idea that only a few heavily demonrat locales were needed stuff the ballots to sway the presidential tally (e.g. the local seats were secure, but they just needed to override the statewide vote).

Oh, definitely the split ballots and non-down-ballot voting are big red flags.
Hopefully they can and will prove this in court when the fraud cases are brought up.
