The farmers need to band together to short the food supply by pushing local bio gas plants where they use their excess harvest to produce locally distributed safe energy. No more soy beans for China. Have them have fun with a hungry population. The climate change guys will be delighted because it is "CO2 neutral" and will have a hard time arguing against it. The loosers will be the city folks and the energy importers. Food will become more expensive anyways if it needs to be transported far away but a lot of the money will stay in local circulation. It will also help to preserve the soil instead of trying to artificially pressing the last bit out of it, which can lead to a real desaster. An energy mix is paramount in keeping energy affordable. Monopolies are always able to dictate their price.

I know some farmers with acreage they're not planting with commodity crops who'd happily take Joe up on his offer.

I was skeptical, but here's an article that explains a little more. This program sounds like a subsidy to me, but it would be an additional income stream.
