This isn't entirely true, I've read that almost 50% of people rejected Nazism. The problem was that before the Nazis got a full hold on them via the annex Austrians lost their right to private firearm ownership.
That is literally a pattern that played out several times during Nazi expansion (pre or post invasion, take the guns to gain control).
In some cases the liberators took a look at who was in prison, and just left them there! I don't think Germany fully pardoned those who were "guilty" of homosexuality during the war until like the 1980s or 90s.
