The key is being part of the NARA, which is a linked organization for all of the Presidential libraries. Obama, of course, broke the tradition. And funding is a big part for them. But Trump already announced he wants to raise 2 billion for his, in Florida.

I didn't know anything about the libraries, so I did some digging. Being in the NARA system is cool and all, but donating their personal papers and letters is optional - their official documents are part of the National Archive anyway, so they'll be preserved. Trump can build anything he wants, if he pays for it and makes a deal like Obama to make their contents available to NARA.

Tempest in a teapot. Do you really thing Trump wouldn't just build his own? :)

He has always been involved in the engineering and construction of his buildings.

The site location for the Chicago International Trump hotel and the schedule Trump wanted required them to develop a continuous slipforming system with high pressure concrete pumping that had never been done before. They had to invent a lot of it including how to specifically superplasticize the concrete to pump it at the heights and flow rates required but retain its strength.

This technology went on to be the only reason the Burj Khalifa could even be built in the first place. (Designed by American engineers btw, out of Chicago).
